Public Meeting - Outstanding Topics
The next meeting hosted by the Rockville Zoning Ordinance Rewrite team on specific topics that make up the broader Zoning Ordinance Rewrite (ZOR) and Comprehensive Map Amendment (CMA) project will take place on September 25, 2025. This meeting will be focused on a variety of miscellaneous topics including historic preservation, subdivision, nonconformities, and signs
The presentation and discussion will be similar to the Mayor and Council discussion on the same topics on September 15 and the Planning Commission discussion on September 24.

Planning Commission Worksession #5
During the September 24 Planning Commission meeting, the body will discuss a variety of miscellaneous topics that have yet to be discussed by the Planning Commission, including historic preservation, subdivision, nonconformities, and signs. This follows similar discussion by the Mayor and Council taking place on September 15.
Planning Commission meetings typically start at 7 p.m. and will be both in-person and virtual. The staff report and meeting agenda will be available in the Agenda Center of the city’s website approximately one week before each meeting.
Mayor and Council Worksession #5
The fifth ZOR work session before the Mayor and Council will be hosted on September 15. This meeting will focus on a variety of miscellaneous topics that have yet to be discussed by the Mayor and Council, including historic preservation, subdivision, nonconformities, and signs
The meeting begins at 6:30 p.m. and will be an exclusively virtual meeting. The staff report and meeting agenda will be available in the Agenda Center of the city’s website approximately 10 days before the meeting. Members of the public may sign up to speak during the public forum section of the meeting; see the meeting agenda for instructions to sign up.
Planning Commission Worksession #4
During the August 13 Planning Commission meeting, the body will discuss the parking and use standards being contemplated as a part of the ZOR. This meeting was previously scheduled for July 23.
Planning Commission meetings typically start at 7 p.m. and will be both in-person and virtual. The staff report and meeting agenda will be available in the Agenda Center of the city’s website approximately one week before each meeting.
Mayor and Council Worksession #4: Zoning Ordinance Rewrite
The fourth ZOR work session before the Mayor and Council will be hosted on August 4. Please note that this meeting was previously scheduled for July 21. This meeting will build off the past worksessions held in January, March and May and will focus on parking and use standards.
The meeting begins at 6:30 p.m. and will be an exclusively virtual meeting. The staff report and meeting agenda will be available in the Agenda Center of the city’s website approximately 10 days before the meeting. Throughout the summer, the Rockville Zoning Ordinance Rewrite team will be hosting a series of public meetings diving into specific topics that make up the broader Zoning Ordinance Rewrite (ZOR) and Comprehensive Map Amendment (CMA) project.
The second of our summer zoning series will focus on parking and land uses. The presentation and discussion will be similar to the Mayor and Council discussion on the same topics on August 4and the Planning Commission discussion on August 13.

Comprehensive Map Amendment Meeting
As a part of the Zoning Ordinance Rewrite (ZOR) and Comprehensive Map Amendment (CMA) project, city staff hosted meetings about the Comprehensive Map Amendment on June 24 and June 26.
At the meeting, city staff shared an updated project timeline, provided draft standards for proposed new zones and updated the community on the latest guidance and direction from the Mayor and Council regarding staff’s proposal for a comprehensive rezoning in alignment with the Rockville 2040 Comprehensive Plan.
These meetings were open to the public, but were heavily geared towards the owners of properties that are proposed for rezoning and owners of properties in the vicinity of those proposed for rezoning. The properties proposed for rezoning in the Rockville 2040 Comprehensive Plan can be viewed on this map.

Planning Commission Worksession #2
The Planning Commission is anticipated to discuss the ZOR three separate times this summer, with the first being on May 28. This meeting focused on new zones, changes to existing zones, height transitions in the Zoning Ordinance Rewrite, as well as the rezonings proposed to be implemented through the Comprehensive Map Amendment.

Mayor & Council Work Session #3: Zoning Ordinance Rewrite
The Mayor and Council held a work session on May 5 on the Zoning Ordinance Rewrite, focusing on new zones (including Town Center); revisions to existing zone standards; height transitions; and follow-up from the January 27 work session on the Comprehensive Map Amendment. Staff presented recommendations and seek the Mayor and Council’s guidance. No action was taken at this work session.

Mayor & Council Work Session #2: Zoning Ordinance Rewrite
The Mayor and Council held a work session March 3 on the Zoning Ordinance Rewrite, focusing on process improvements under the city’s Faster, Accountable, Smarter, and Transparent (FAST) 2 initiative. The Mayor and Council previously provided overall direction to proceed with FAST 2 at a work session held on September 30, 2024.
Improving the development process directly relates to three of the Mayor and Council's primary guiding principles:
Housing,
Economic development, and
Effective and efficient service delivery.
Since that work session, city staff have explored ways to achieve the Mayor and Council’s objectives. The March 3 work session focused on specific development processes, including project and site plans. Staff will present recommended changes and seek the Mayor and Council’s guidance. Since these processes are regulated through the city’s zoning ordinance, the proposed changes would be implemented by amending the text of the zoning ordinance through the ongoing Zoning Ordinance Rewrite project.

Mayor & Council Work Session #1: Comprehensive Map Amendment
On January 27, 2025, the Mayor and Council held a work session on the Comprehensive Map Amendment portion of the project, specifically focusing on the rezonings recommended in the Rockville 2040 Comprehensive Plan. During this work session, staff presented the Focus Areas that the Comprehensive Plan recommends for rezoning along with staff’s proposed zoning (staff’s proposed rezoning is intended to implement the Comprehensive Plan recommendations), and asked Mayor and Council for direction.
Since the engagement that occurred for the project in the fall, staff’s proposed rezoning for one Focus Area has changed:
- Planning Area 10, Focus Area 1 (Montrose and North Farm): Staff proposes creating a new, higher-density residential zone, limited to residential uses, and applying this zone to the majority of the Focus Area, which includes all of Rollins Park and Congressional Towers. This will implement the Comprehensive Plan recommendation that “A new, higher-density residential zone, limited to residential uses, is appropriate for the remainder of the site to permit new investment and upgrades, though it should not result in residential displacement.”
All other proposed rezonings remain the same.

Public Workshop #1 (In Person)
Learn more about the ongoing Zoning Ordinance Rewrite by attending a public workshop. At this meeting the team will introduce the project and provide background, lay out the project timeline, share project milestones to date, introduce the Engage Rockville page for the project and host a Q&A. This meeting will take place in the Mayor and Council Chambers at Rockville City Hall. The meeting will start promptly at 7 p.m.
This meeting has the same agenda and presentation as the virtual public workshop scheduled for October 17 - attend the meeting the best fits your schedule, but there is no need to attend both meeting dates.

A public workshop was held to help residents learn more about the ongoing Zoning Ordinance Rewrite. At this virtual meeting, the team introduced the project and provided background, laid out the project timeline, shared project milestones to date, introduced the Engage Rockville page for the project and hosted a Q&A.
