The Rockville Pike Plan Update Kicks Off!
The Mayor and Council have requested that a new neighborhood plan be created for the Rockville Pike area (Planning Area 9) to update the respective chapter in the city's 2021 Comprehensive Plan. Learn more.

Since the Rockville 2040 Comprehensive Plan was adopted in 2021, conditions along the Rockville Pike corridor and citywide have shifted: the suburban office market has declined, retail areas face competition from nearby developments and online shopping, and affordable housing has grown harder to find. As a major job center along the heavily travelled MD-355 corridor and adjacent to the Twinbrook Metro station, the Rockville Pike area is both an economic driver for the city and a gateway to it. An updated neighborhood plan focused on the corridor will help guide its success in the coming decades.

Rockville Pike is currently identified as Planning Area 9 in the Comprehensive Plan. Its boundaries run from the city limits on the south, along the WMATA and CSX tracks on the east (with a small extension to include the full Twinbrook Metro station property and several multi-family and office developments), to the Veirs Mill Road/Dodge Street and Fleet Street/Richard Montgomery Drive intersections on the north, and along Fleet Street, Wootton Parkway, and East Jefferson Street on the west.

The Planning Area 9 chapter incorporated the city's previous Rockville Pike neighborhood plan (adopted 2016), superseding it wherever the two conflicted. This new planning effort will produce a plan that fully replaces both the 2016 plan and the Planning Area 9 chapter.

The goal of this update is to create a cohesive vision for the Rockville Pike corridor that meets the city's goals and provides a clear path to implementation — including stronger alignment with citywide priorities on climate action, bicycle and pedestrian safety, and racial equity and social justice.

What is a neighborhood plan?

A neighborhood plan is a long-range document that establishes a vision for future growth and development in a specific area. It gives residents, businesses, and the city a chance to clarify and refine the Comprehensive Plan's vision and goals for that area, typically with recommendations on zoning, streetscapes, public infrastructure, and other land use issues.

With significant changes in the community's office and housing markets since the Comprehensive Plan was adopted, such as the decline in the suburban office market and the continued need for additional affordable housing, there is a need to update the Rockville Pike plan to reflect these new realities and position the area to meet the challenges of the next few decades. In addition, upcoming major transportation and infrastructure projects, such as Montgomery County's bus rapid transit (BRT) lines along Veirs Mill Road and MD-355 and WMATA's interest in redeveloping their property around the Twinbrook Metro station, present opportunities for the city to reconsider the vision for this important corridor of Rockville.

    The city's Department of Community Planning and Development Services (CPDS) will take the lead on developing this plan.
