Updates on the Mayor and Council’s ZOR & CMA Work Session and Adoption Schedule
Updated Adoption Date: June 29, 2026 (previously July 6)
May 11: Now includes discussion of Planning Area 12 (Tower Oaks) and Light Industrial rezonings
This past Monday, the Mayor and Council held their second public hearings on the Zoning Ordinance Rewrite (ZOR) and Comprehensive Map Amendment (CMA), along with a second work session. The work session focused on key changes to Articles 1 through 5, based on the Revised Staff Draft published on April 20, 2026. The Mayor and Council will hold their final public hearings and continue their review this coming Monday, May 11. The May 11 work session will cover key changes to the following Articles, as well as the proposed Planning Area 12 (Tower Oaks) rezoning, as well as Light Industrial rezonings:
- Article 6: Use & Use Standards
- Article 7: Zone Standards
- Article 8: General Development Requirements
A final work session on May 18 will address the remaining portions of the Revised Staff Draft Zoning Ordinance:
- Article 9: Nonconformities
- Article 10: Signs
- Article 11: Historic Preservation
- Article 12: Subdivision & Plats
- Article 13: Enforcement
As noted in earlier updates, a Final Staff Draft Zoning Ordinance will be produced for review on June 1, 2026. The anticipated adoption date has been updated from July 6 to June 29, reflecting the Mayor and Council’s revised schedule.
Community members are encouraged to follow the upcoming work sessions and participate in public hearings as the Mayor and Council continue their review. Meeting brief books, including staff reports and other materials, will be available in the city’s Agenda Center approximately ten days before each meeting. Mayor and Council meetings generally begin at 6:30 p.m. and are held in the Mayor and Council chambers at Rockville City Hall (111 Maryland Avenue). Meetings are also broadcast live on Channel 11.
