Project Overview

Rockville’s Flood Resiliency Master Plan will proactively protect our community against future flooding and create a more resilient city for generations to come.

Rockville has seen an increase in flooding and heavy rain over the past decade. As part of the Climate Action Plan, Rockville is developing a Flood Resiliency Master Plan (Flood Resiliency Plan) to proactively protect our community against flooding.Stream flooding in Rockville following Hurricane Ida (2021).

The Flood Resiliency Plan will be powered by data, using advanced flood modeling and expert analysis to determine where action is needed most. We will pair this evidence-based approach with real-world case studies and input from residents like you to ensure that the plan recommends solutions that are equitable and meet the needs of all of Rockville.

When complete, the plan will identify areas at risk of flooding and provide tools, guidance and potential projects to protect them.

Planning Goals

  • Engage Rockville’s diverse community in shaping the Flood Resiliency Plan and ensuring voices from all walks of life are heard.
  • Communicate flooding risks, how to reduce flooding impacts, how we can select flooding-related projects and what it would mean for our city to fund them.
  • Research examples from other cities and counties to determine effective and sustainable projects to include in the Flood Resiliency Plan.
  • Create a Flood Resiliency Plan that ensures everyone is more informed, prepared and supported for future flood events.

The city invites residents and stakeholders to:

  • Learn about our community’s flood risks, what we can do to reduce flooding impacts, how we prioritize and select projects, and the meaning of “risk tolerance” when it comes to flooding.
  • Learn what other communities have done to reduce flooding impacts.
  • Provide feedback on where you have experienced flooding and help shape how we will define flooding in Rockville.
  • Provide input on the flooding mitigation projects that you believe would work best for Rockville.

    Rockville’s first Climate Action Plan (CAP) was approved by resolution by the City of Rockville Mayor and Council on Jan. 10, 2022. The CAP provides a road map to equitably reduce greenhouse gas (GHG) emissions and prepare the community to adapt to a changing climate.

    The plan is meant to set the city on a path to meet at least 50% emissions reductions (from 2005) by 2030, approach carbon neutrality by 2050, and protect the community from climate-related effects. The CAP contains 42 actions to guide city policies, programs, plans and investments over the next five to ten years to achieve three goals: carbon reduction, equity, and resiliency.

    One of the 42 actions recommended in the plan is to “assess Rockville’s risk of flooding and develop a Flood Resiliency Master Plan to reduce or mitigate flood impacts.” The Flood Resiliency Master Plan project stemmed from that recommendation to go beyond FEMA risk maps.
